Executive summary
Outside the four large markets, Latin American grid storage is being pulled into existence by three distinct forces, and the right entry strategy differs by which one dominates:
- Hydro-drought and blackout reliability (Colombia, Ecuador, Honduras, Dominican Republic). El Niño reservoir risk in Colombia (XM warns of a 3,906 GWh/yr gap for 2026–27), Ecuador’s 14-hour-a-day outages in 2024, Honduras’ 150 MW deficit and the Dominican Republic’s November 2025 nationwide blackout have made batteries a political priority. These markets buy fast, often via emergency or state-utility procurement, and price is decisive.
- Regulatory mandates and hybrid tenders (Dominican Republic, Guatemala, Honduras, Peru). The DR requires ≥50% / 4-hour storage on any new ≥20 MWac renewable plant; Guatemala’s PEG-5 awarded 713 MW of solar+BESS for 2030 delivery; Honduras’ 1,500 MW tender reserves 975 MW for renewables-with-storage; Peru now requires all plants >10 MW to self-provide primary frequency regulation and synthetic inertia from 2028, which is being met with batteries.
- Regulatory catch-up (Colombia, Panama, El Salvador, Costa Rica, Uruguay). Rules defining storage as a market participant are drafted but not finalized in most of the group. Colombia’s CREG ≥5 MW storage resolution, Panama’s three ASEP consultations, El Salvador’s SIGET framework, Costa Rica’s POASEN reform and Uruguay’s UTE program are all pending, so 2027–28 volumes depend on their adoption.
Localization is a non-issue in every country in the group: none imposes a local-content quota, and none has domestic cell or system manufacturing. Import duties are largely neutralized by renewable-incentive laws (Colombia Ley 1715/2099, DR Ley 57-07, Panama Ley 37/2013, Honduras Decreto 70-2007, El Salvador Decreto 462, Guatemala Decreto 52-2003) — though whether standalone storage qualifies is unresolved almost everywhere. Certification is the real gating item: Colombia’s RETIE 2024 (effective 1 Jan 2026) now explicitly covers batteries and inverters and requires an ONAC-accredited conformity certificate; elsewhere there is no mandatory mark, and buyers and lenders substitute UL 9540/9540A, IEC 62619/62933 and NFPA 855 contractually.
Priority ranking for a foreign BESS supplier: Colombia and the Dominican Republic first (volume plus regulatory certainty), then Honduras and Guatemala (tender-driven, Chinese suppliers already winning), Peru (ancillary-services niche growing into hybrids), Panama (2027 tenders), with Ecuador as an opportunistic emergency market and El Salvador, Costa Rica, Uruguay, Bolivia and Paraguay as watch-list markets.

Market
Colombia ran Latin America’s first storage auction (UPME, 2020: 45 MW/45 MWh in Barranquilla, won by Canadian Solar, 15-year PPI-indexed revenue). The step change came with the CLPE-MME 2026 long-term auction (Res. MinMinas 40208/2026; rounds 28–29 July 2026), which introduced a hybrid solar+storage product and awarded roughly 100 MW of batteries with ~270 MW of solar — 390 MWh/day delivered in a daytime solar block and a 6–10 pm battery block, 15-year contracts from 1 January 2030 at COP 315.87/kWh (~US$0.099). The ministry describes this as a ~1,000% increase in installed storage.
The reliability case is acute: El Niño’s peak (Dec 2026–Apr 2027) could take reservoirs to 19.3%, and of 4,475 MW of new capacity expected in 2026 only 331 MW had entered service by July. La Guajira’s 2+ GW of wind remains stranded by the delayed Colectora line. Cargo por Confiabilidad (OEF) auctions for 2027–28 and 2029–30 (CREG 101 062/2024, 101 079/2025) have not yet confirmed storage-specific participation rules [unconfirmed]. Key buyers: Celsia, Enel Colombia, EPM, GEB/ISA, Ecopetrol, AES Colombia, Canadian Solar, Engie, Erco, Solarpack.
Policy
- Ley 1715/2014 as amended by Ley 2099/2021: up to 50% income-tax deduction over 15 years, VAT exclusion, import-duty exemption on goods not produced domestically, accelerated depreciation. UPME certifies projects (procedure updated by Res. UPME 000563/2026). Storage co-located with FNCE clearly qualifies; standalone BESS eligibility is not settled [unconfirmed].
- CREG 098/2019 (SAEB) — the original transmission-support storage regime — expired 31 Dec 2022 and CNO Acuerdo 1354’s technical chapters lapsed with it. A CREG draft (Sept 2025) for grid-connected BESS ≥5 MW proposes standardized technical/commercial criteria, network-operator coordination protocols and a 20% performance bond; the complementary MinMinas decree (SIN + non-interconnected zones) closed consultation 11 Dec 2025. Final adoption not confirmed as of August 2026.
- Res. MinMinas 40178/2026 and 025/2026 created the 15-year contracting mechanism combining generation, BESS, transmission and distribution.
Localization and import
No local-content requirement; no domestic BESS assembler. Ley 1715 duty exemption requires a DIAN request ≥15 business days before import and a UPME certificate. Colombia has no FTA with China, so Chinese equipment pays MFN duty unless exempted; US, EU, Korean and Canadian goods enter preferentially. Confirm current NCM 8507.60/8504.40 rates under Decreto 2153/2016 with a broker.
Certification and technical
- RETIE — Res. 40117/2024, effective 1 Jan 2026 — replaces Res. 90708/2013 and explicitly adds requirements and tests for accumulator batteries, inverters, charge controllers and EV chargers. A certificado de conformidad de producto from an ONAC-accredited body (Icontec, SGS, Bureau Veritas, CIDET, Intertek and others) is mandatory; international standards (IEC, UL) are accepted as the technical basis; a transitional period allows supplier declarations for the new product classes.
- Grid connection follows the Código de Redes (CREG 025/1995) and CNO agreements; storage-specific connection/testing chapters are in the pending CREG resolution. XM requires dynamic models for connection studies.
- Environmental licensing under Decreto 1076/2015 is triggered mainly by associated substations and lines rather than the battery itself [unconfirmed]. Res. 1297/2010 (battery post-consumer scheme) excludes industrial batteries — large-format Li-ion end-of-life falls under general hazardous-waste rules, a regulatory gap. NSR-10 and NFPA 855 are applied through EPC and insurer requirements.
Peru

Market
Peru’s storage fleet was built for one service — primary frequency regulation (RPF) — after COES required thermal generators to self-provide it. Engie’s 26.5 MW Chilca BESS (US$18.3 m, 2023) frees ~50 MW of thermal reserve. In 2025 MINEM removed the RPF exemption for solar and wind (RD 0192-2025-MINEM-DGE), explicitly allowing batteries as the compliance route, and COES has mandated synthetic inertia from 2028. Combined with the southern solar belt’s transmission limits (Arequipa/Moquegua/Tacna) and a US$2.5 bn transmission plan, this is turning every new solar project into a hybrid: Zelestra’s Babilonia (242 MWdc, construction from Feb 2026) and San Joaquín, and Orygen’s Wayra pipeline.
Policy
- Ley 32249 (Jan 2025) amends Ley 28832: energy and firm capacity can be contracted separately or by time block, renewables can sign PPAs without firm-capacity backing, and a category of proveedores de servicios complementarios is created. Full effect from 1 Jan 2026 with a 12-month transition.
- RM 171-2026-MINEM/DM published the draft Reglamento de Servicios Complementarios — a competitive ancillary-services market with explicit battery participation, amending the wholesale-market and COES regulations. RM 270-2026 proposes a national energy-planning framework with storage scenarios (no binding targets). Until adopted, analysts call storage regulation “gris”.
- Politics: 2026 general election under way; Fitch and local analysts warn of delayed FIDs but the transmission plan is proceeding.
Localization and import
No local-content rule. Peru applies 0% duty on most capital goods; the Peru–China FTA (in force 2010) covers batteries subject to origin certification — confirm the HS 8507.60 line with SUNAT. IGV is 18%, recoverable early under the RERAIGV regime (DL 973) through an investment contract; legal-stability agreements are available.
Certification and technical
- No mandatory product safety mark for industrial equipment; INACAL NTPs are voluntary and UL/IEC certification is used in practice. The Código Nacional de Electricidad and RESESATE govern installation.
- Grid entry via COES PR-20 (Estudio de Pre-Operatividad → Estudio de Operatividad → conformity certificate); COES models the SEIN in DigSILENT PowerFactory, so PowerFactory models are the practical requirement. RPF performance is tested under COES’s RPF procedure.
- Environmental: SEIA classification (DIA / EIA-sd / EIA-d via SENACE or MINEM’s DGAAE); whether standalone BESS is subject to SEIA is unresolved. Fire/life safety via municipal ITSE (DS 058-2014-PCM). Battery waste under DL 1278 and the RAEE regime (DS 009-2019-MINAM), via authorized EO-RS operators.
Dominican Republic

Market
The DR is the only country in the group with a hard storage mandate. CNE-AD-0004-2023 introduced tiered storage requirements; CNE-AD-0005-2024 simplified it to a flat rule — any renewable project ≥20 MWac must include batteries equal to at least 50% of AC capacity with ≥4 hours — and the SIE has indicated all new utility-scale solar/wind must include BESS from January 2026. AES Dominicana (50% sold to TotalEnergies, July 2025) is building 285 MW/1,140 MWh alongside 200 MW of solar; EGE Haina’s 200 MW Esperanza wind+solar complex will add 200 MWh. The 2026 CUED tender (up to 600 MW wind+solar, 20–300 MW per project, mandatory 4-hour BESS) received 20 qualified bids in April 2026. A separate ETED standalone tender (~600 MW/1,200 MWh, 15-year BESS-as-a-service under Decreto 55-26) is reported but not verified [unconfirmed]. Nationwide blackouts on 11 Nov 2025 and Feb 2026 keep reliability at the top of the agenda; renewables curtailment is already material.
Policy, localization and import
- Ley 57-07: 100% exemption from import duties, ITBIS and sales tax on renewable-generation equipment; income-tax exemption on generation revenue; 40% investment tax credit for self-consumption. Co-located BESS under a CNE concession qualifies in practice; standalone storage is ambiguous [unconfirmed]. Access is through the concesión provisional → concesión definitiva process at CNE.
- DR-CAFTA gives duty-free entry to qualifying US-origin batteries/inverters; combined with Ley 57-07 the effective import cost for conceded projects is near zero regardless of origin. No local-content requirement.
- Over 2 GW of new gas capacity is also under development — storage competes with LNG for peak duty.
Certification and technical
- No mandatory INDOCAL product certification for BESS. Tender and SIE technical specifications reportedly call for UL 9540/9540A, IEC 62619, NFPA 855, grid-forming and black-start capability, IP65 enclosures and 250 km/h wind rating (hurricane zone) [unconfirmed — vendor source].
- Grid connection via the Organismo Coordinador’s estudio de conexión under the Ley 125-01 regulations; no published BESS-specific grid code.
- Environmental: Ley 64-00 four-tier permitting (licencia, permiso, certificado, mínimo impacto) with a decommissioning plan required. No battery-specific hazardous-waste rule found — plan for export of end-of-life cells.
Panama

Panama has no utility-scale BESS operating and officials acknowledge it lags regional peers, but the regulatory groundwork is the most advanced in Central America. ASEP Res. AN 19112-Elec (Apr 2024) lets battery systems count toward renewable plants’ firm capacity; three consultations (Res. 18978/18979/18980-Elec) cover BESS connection to transmission, connection to critical loads, and wholesale-market rules for storage paired with renewables. The 500 MW ETESA tender allows storage bids; the 2027 rounds are being designed around it.
- Incentives: Ley 37/2013 (as amended by Ley 417/2023) exempts solar-plant equipment from import duty, ISC and ITBMS with no cap; the Secretaría de Energía’s accessory lists include thermal storage but battery ESS inclusion is not confirmed [unconfirmed]. Ley 45/2004 covers other renewables. Panama is dollarized — no FX risk.
- Certification: no mandatory product mark; ETESA’s Reglas de Transmisión and connection norms apply; a May 2026 executive decree modernized the MiAmbiente EIA regime (Categories I–III), with no BESS-specific category.
Guatemala

PEG-5, run by the distributors under CNEE supervision, is the largest generation tender in Guatemala’s history and its hybrid block (713 MW of solar+storage, >60% of the renewable segment) is the largest single contracted storage volume in the region. Equipment procurement for 2030 COD will run 2027–29. Storage assets register with the AMM as generators (4–6 week technical review). No AMM technical norm specific to storage exists yet; the distributed-generation norm (NTGDR) and general NTCSTS/NTSD apply.
- Incentives: Decreto 52-2003 and Acuerdo Gubernativo 211-2005 exempt renewable projects from import duties and VAT on equipment and provide a 10-year income-tax holiday; coverage of BESS is by interpretation. CAFTA-DR and the SAC tariff apply otherwise. No local-content rule.
- Certification: none mandatory; MARN environmental licence (Category A/B) required; NFPA used by insurers.
Honduras

Honduras was the first Central American country to tender a standalone grid battery. ENEE’s LPI 001-ENEE-UEPER-2024 for a 4-hour, 75 MW system at the Amarateca substation (to firm ~520 MW of solar and cover a ~150 MW deficit) was awarded to a Chinese-Honduran consortium at US$50.2 m — roughly half the competing bids (US$74–99 m), a strong price signal for Chinese suppliers. Commissioning was targeted for end-2025; current status should be verified [unconfirmed]. CREE has approved terms for a 1,500 MW international tender with 975 MW of renewables-with-storage.
- Incentives: Decreto 70-2007 exempts renewable-generation equipment from import taxes and sales tax; explicit BESS coverage unconfirmed. State counterparty (ENEE) carries payment-risk history; the 2024–25 blackouts have made procurement political.

El Salvador

Neoen operates the region’s longest-running commercial BESS fleet — ~14 MW co-located with its Capella (140 MWp) and Providencia (101 MWp) solar plants, commissioned September 2022 with BID Invest financing. Distributor DELSUR is lobbying SIGET to define storage rules for grid-side batteries and ancillary-service revenue; regulatory ambiguity is the acknowledged barrier. Decreto 462 gives 10-year VAT, income-tax and import-duty exemptions on renewable equipment; a 2025 fiscal-incentive law extended benefits but explicit BESS coverage is unconfirmed. No mandatory certification; MARN environmental permit; the UT (Unidad de Transacciones) operating regulation governs connection.
Costa Rica

ICE, the vertically integrated state utility, ran a 3.5 MWh / 3.5 MVA LFP pilot (SAEB-Colorado, Guanacaste, 2022) and its expansion plan targets 120 MW of 4-hour batteries. Ley 7200/7508 caps private generation and contains no storage provisions; ARESEP is consulting on a POASEN chapter for variable renewables and storage at HV/MV. Until that is final, ICE is the only buyer. No mandatory product certification; SETENA environmental review.
Ecuador

The 2024 drought took out ~72% of generation and made “no more blackouts” the Noboa government’s defining promise. The Ley Orgánica de Competitividad Energética (Jan 2024) and Decreto 176 (Feb 2024) define storage systems (batteries, flywheels, hydrogen) as planning assets and open the sector to private investment; the 500 MW ERNC block was fully awarded to Ecuadorian, French, Spanish and Mexican firms. A 2,100 MW tender including hybrid solar+storage blocks and a Huascachaca repowering (50 MW PV + 30 MW wind + 10 MW BESS) is planned for 2026 [unconfirmed as launched]. Ecuador is dollarized, but sovereign payment risk and contract sanctity are the key concerns.
- Import: the Ecuador–China FTA (in force 1 May 2024) phases battery tariffs from 5–40% down to zero over several years — not immediately duty-free. Check the SENAE desgravación schedule for 8507.60.
- Certification: INEN mandatory RTEs cover many LV electrical products; applicability to utility BESS/PCS is unconfirmed. MAATE environmental licensing; CENACE connection procedures.
Uruguay

With 98% renewable generation (2025) and chronic curtailment, Uruguay is technically an obvious storage market, but UTE is a monopsony and its procurement has been erratic: a 2021–22 San Gregorio de Polanco battery tender was cancelled, and in December 2025 UTE directly contracted Stiler for a leased BESS with 15-year O&M (US$63 m) to fix voltage and rationing problems around Valentines/Cerro Chato/Sarandí — criticized by industry as irregular. No competitive national program exists. Investment promotion under Ley 16.906 / Decreto 268/2020 (COMAP) gives ≥30% IRAE exemption and asset-tax relief and can cover storage. Mercosur CET applies with capital-goods exemptions; URSEA’s LV product-safety rules apply to LV equipment [unconfirmed for BESS].
Bolivia and Paraguay

Bolivia has no grid BESS. Its energy-storage story is upstream: YLB’s lithium deals with Uranium One (US$970 m) and CATL-linked CBC (US$1.03 bn) are suspended by court order and community opposition. The Paz government (from Nov 2025) faces a dollar and fuel crisis; on 7 May 2026 it presented a new electricity law replacing Ley 1604 that would open generation to private auctions, formally recognize storage and distributed generation, and create a new regulator — not yet enacted [unconfirmed]. FX availability is the binding constraint for any importer.
Paraguay uses only ~32% of its Itaipú/Yacyretá output and has no reliability need for storage. Ley 6977/2023 (Decreto 1168/24) opened non-hydro private generation including storage; a later Ley 7599 reportedly recognizes storage explicitly [unconfirmed]. Ley 7548/2025 modernized the Ley 60/90 incentive regime and a companion law promotes local assembly of electrical equipment — a possible low-cost Mercosur assembly base rather than a demand market. INTN has no BESS standard.

Practical implications for a foreign supplier
- Colombia is the only market in the group with a mandatory mark. Budget 2–4 months and engage an ONAC-accredited body (Icontec, CIDET, SGS, Bureau Veritas, Intertek) early; CB-scheme reports against IEC 62109/62477 (PCS) and IEC 62619/62933-5-2 (batteries/systems) shorten the process to document review during the RETIE transition period.
- Everywhere else, the certification “requirement” lives in the tender specification and the lender’s technical due diligence. The de facto standard set is UL 9540 (system), UL 9540A (fire propagation test data), IEC 62619 (cells/modules), IEC 62933-5-2 (system safety), NFPA 855 (siting and separation), UN 38.3 (transport).
